National Guidelines of Good Clinical Practice

Duriing 2011, the Republic Commission for creation and impementation of the Guidelines of Good Clinical Practice of the Ministry of Health, wiht the support by the Agency for Health Institutions Accreditation in Serbia, created eight National Guidelines for Good Clinical Practice.

Lecture at the Centre for Prevention

On the day of 03.02.2012. at 14.00h at the Centre for Prevention a lecture on the topic  “Dumping of the Infectious Waste”. The lecturer is Snežana Kaurin Filip professional nurse.

31st January – National Day Against tobacco smoke

31st  January is the day against tobacco smoke. This year is under the slogan “Enjoy Without Tobacco Smoke”.

Most people know that smoking is harmful. Are you sure that you really know how harmful it is? In Serbia 1/3 of population smoke. Because of  smoking about 16000 people die every day and Serbia loses about 44 lives. Do know why?  Tobacco smoke causes lung cancer, oral cavity cancer, throat cancer, bladder cancer, cervix cancer, heart stroke, coronary disease, brain stroke, aorta aneurism, chronic obstructive lung disease, asthma, impotence, smoker’s leg, pharynx and vocal cords influence, damage to smell, hip break. Pregnant women exposed to tobacco smoke risk the premature delivery and harm the health of their baby.

Children exposed to tobacco smoke get influence of respiratory organs more often, influence of middle ear and asthma.

Tobacco smoke is created with cigarette burning which is inhaled with smoking. Tobacco smoke contains 4000 chemicals of which 81 is cnacerous.

In the same day when the verdict for malpractice was brought, two doctors were brutally attacked at their workplace, because they refused to extend the sick leave to the person who was not entitled to the same. Guided by the high standards of the profession, medical science and doctor’s ethics, acting pursuant to the law of the Republic of Serbia and protecting money of all citizens of Serbia, our colleagues brought the right decision because of  which they were beaten and maltreated.

Serbian Medical Chamber warned the public of Serbia that this is also one the many cases of violence towards doctors which perform their work responsibly, professionally and ethically. Such cases are more often then they are usually mentioned in the media and really are too much. Unfortunately, these incidents are treated as fights in the restaurants and their initiates are indicted only for legal offence.

Serbian Medical Chamber respects the civilization heritage of the patient’s rights in Serbia but warns the public and media in Serbia that except rights, one part of this heritage are obligations of the patients.

Demonization of the doctor’s profession has been very present for the previous years in public and media in Serbia.

Thus the Serbian Medical Chamber believes it is the high time for doctors to get the status of professional persons with all obligations and rights which it includes. It is necessary to bring the Law on Health Care where all will be clearly stated.

Serbian Medical Chamber will continue to insist on such law, with all democratic means.

Violence towards doctors represents  the defeat of civilization, which the Serbian Medical Chamber does not tolerate and it will not in the future.

Sixth European week of cervix cancer prevention

From 21st to 28th January 2011. is the sixth European week of cervix cancer protection with the aim to raise the level of knowledge about the cervix cancer and its prevention as well as to motivate the population to participate in activities which have the aim to reduce the disease and dying of cancer. The initiator of the action was ECCA.

During this week in over 30 countries in Europe, simultaneous activities take place – lectures for professional and other public, public manifestations, presentations in media all with the aim to spread the knowledge about the importance and possibilities to prevent the cervix cancer. Important activities which are performed during this week are petition signing with the title “Stop to the Cervix Cancer” and delivery of broaches “The Pearl of Wisdom”. The petition is with the aim to collect million of signatures which will be delivered to the European Parliament with the aim to make the progammes for prevention compulsory in the future.

During this week in Serbia will be organized many activities like lectures, platforms, presentations on TV and radio. In Health Centers and hospitals, gynecologists, pathologists, epidemiologist and professionals of other profiles will organize lectures and discussions in which the women will be explained the value of regular visits to gynecologist.

Patients find out that they are not insured when they come to the Health Centre

For a month Health Institutions have checked the regularity more than 100.000 health cards. Patients found out that their employers have not paid their insurance fees.

Only in December, Health Institutions, whicha are in online system, checked the regularity of more than 100.000 health cards.

Many patients, so, found out that they were not insured when they come to the Health Centre because their employers have not paid the insurance fees, except in urgent cases and then they can either pay for the examination or decide not to see the doctor.

On the other hand, institutions which were not so eager, had to pay themselves for the expenses of treatment for the patients who didn’t have their health insurance paid.

How many Health Institutions suffered damage and how high is it because the instruction by the state to stamp the health cards to all those who were not insured on 31st December 2010. – without the previus checking  about the payment about which there are no precize data.That decision, for example, cost one Belgade Health Centre about million of dinars.

Electronic health cards from May
05.01.2012 -

The Manager of the Republic Health Institute Aleksandar Vuksanović announced that from March they will start to issue electronic health cards to citizens.

Vuksanović said that first it will be started in Vbaljevo and then in other places in Serbia

Such form of health card will enabel qucker and easier examination at the doctor and getting medicines in pharmacies.

The plan is to giev a milion and half cards until the end of the year and Republic Health Institute is obliged to give the new cards to all the insured in the period of three years.

The price of the new card, which will be valid for 10 years will be about 400 dinars and it has been estimated that all the expenses of new cards will be about 20 million dinars.
